Onur Can Koltukcu is a Policy Officer for FinTech & Artificial Intelligence at De Nederlandsche Bank (the Dutch Central Bank), where he works on policies and regulations for digital technologies in the financial sector. His work supports financial stability by mitigating the risks of impactful technologies like AI while facilitating innovation — aiming to maximize benefits and minimize harms. He collaborates with European and international authorities to shape policy visions, monitor market developments, identify emerging risks, and publish regulatory guidance.
Onur holds a Master of Science in Economics: Data Science from Tilburg University and a Bachelor of Science in International Economic Studies from Radboud University, and completed the Cambridge Fintech and Regulatory Innovation program at Cambridge Judge Business School. He is currently pursuing a post-master’s in Artificial Intelligence at Erasmus University Rotterdam.
